I'm betting that by the end of National Treasure's opening weekend back in 2004, the powers that be at Disney had already said yes to a sequel. The first film left it wide open for further adventures in treasure hunting, and the fact the stars of National Treasure along with the film's director were agreeable to a sequel must have made it real easy to get National Treasure: Book of Secrets into production.
