According to The Hollywood Reporter, Against All Enemies is based on the Richard A Clarke memoir and focuses on the Bush administration's handling of al-Qaida threats pre and post 9/11.
James Vanderbilt is adapting the screenplay. If the deal goes through, Haggis would produce Against All Enemies with John Calley.
Haggis struck gold with Crash, an intense look at racial tensions and stereotypes in contemporary Los Angeles. Haggis was nominated for three Oscars for Crash in 2006 and won two: Best Original Screenplay and Best Picture. He lost the Best Director Academy Award to Brokeback Mountain's Ang Lee.
Haggis is attached to write and direct Death and Dishonor for Warner Bros Pictures. He also recently wrote the script to Flags of Our Fathers, the Clint Eastwood film based on the six men who raised the American flag at The Battle of Iwo Jima.
